f165563387 Re-apply hard-float toolchain configuration 
Re-applies the target architecture and FPU changes from cc50788
(reverted on dev in a3b718c) on top of the soft-float baseline: Cortex-M7
with hardware VFPv5 FPU (-mfloat-abi=hard), plus uClibc-ng built with
UCLIBC_HAS_FPU=y. Hard-float support and the resulting device-side fixes
are being developed here rather than on dev directly.

a3b718c4b1 Revert "Update target architecture and FPU settings for ARM toolchain" 
This reverts commit cc50788acd, restoring
the soft-float toolchain defaults on dev. The hard-float work continues
on the dev-hard-float branch.

f7a908f096 Update build-toolchain.sh and README.md for toolchain environment script changes 
- Modified build-toolchain.sh to copy env.sh from the scripts directory instead of the top-level directory, ensuring proper organization.
- Updated README.md to reflect the new version of uClibc-ng and clarify the structure of the output archive, including the location of env.sh within the archive.
